Sign assessments/KSBs in Progress Reviews

Currently we undertake progress reviews where we often only know what to sign off at the END of the progress review with the delegate, but we also want to add feedback / comments into the progress review whilst with the delegate.  However if we start the progress review, it will grab a snapshot at that time, and signing off assessments won't appear in this progress review and will only appear in the next review, giving an inaccurate reflection of the delegates progress.

It would be useful to be able to start/sign off assessment plans or KSBs whilst undertaking the progress review so that the change in progress can change in the progress review during the review itself.
